MONTEBELLO IS UNDER THREAT
UNPRECEDENTED
On January 29, 2025 during a city council meeting, Mayor pro temp Georgina Tamayo of District 1 (D1) and councilmember Scarlet Peralta of District 2 (D2) did NOT meet quorum, but due to the poor ADVICE of the city attorney Arnold Alvarez-Glasman with ONLY two council members present, they fraudulently appointed their friend Rick Alonzo to the vacant District 5 (D5) seat. It is important to note, on January 22, the same two council members remained silent and refused to nominate anyone forcing a special meeting to the 29th. It is equally important to note city council had till February 5 to appoint,
What is a Quorum?
A quorum is the minimum number of people needed at a meeting to make decisions legally. If not enough members are present, the group can't vote or take official actions.

Political appointment without a QUORUM
GLASMAN'S DEFENSE: on January 29, Glasman alleges to have received legal advice form Strumwasser & Woocher law firm during a phone conversation. Glasman claims that Strumwasser & Woocher agrees with his legal analysis authorizing a 2 person quorum. Glasman cited an opinion which is no longer valid Nesbitt v. Bolz (1939) 13 Cal.2d.677.
MONTEBELLO VOICES OPPOSITION: Our attorney immediately contacted the Strumwasser & Woocher law firm, they responded, " we have not been retained by the City for these purposes nor been authorized to communicate with anybody about this issue on behalf of the the city". This is not a simple mistake on Glasman's behalf, it is a lie! THE LAW IS CLEAR. Price v. Tennant Community Services Dist., 194 Cal.App.3d 491 (Cal.App.1987) distinguishes Nesbitt, holding unambiguously that a quorum of a five-member body is always three, without regard to vacancies. In addition, the Opinion of Kamala Harris, Attorney General from December 28, 2011 states, "The Council may not define its quorum as less than a simple majority of the Council's full statutory membership".

ALERT: Potential Brown Act Violations During the Recall Process of District 5
Georgina Tamayo (D1), Scarlet Peralta (D2), and Rick Alonzo (D5) share the same campaign manager and mentor, Christina Cortez (former mayor). Scarlet Peralta endorsed Rick Alonzo in 2022 and donated thousands to his District 5 campaign.
On April 26, 2024, just days before the "Residents Supporting the Recall of Councilmember Angie Jimenez" PAC officially registered, Rick Alonzo circulated a text message to residents asking for support in the appointment for District 5. Multiple sources have confirmed that recall meetings were held at Christina Cortez's residence, where she was present during the meetings. However, the meetings and recall were run by Julian Cepeda Castro, who is her best friend’s son. Cepeda is a paid consultant for Georgina Tamayo (D1), Scarlet Peralta (D2), and former Councilmember David Torres (D4) and has received $TENS of THOUSANDS $ from these 3 council members. Cepeda does not reside in Montebello; he lives in Whittier and holds a commissioner position there. He also serves on the Democratic Assembly District 56.
In November 2024, Christina Cortez visited Bill Paolisso, a District 5 resident who had expressed interest in the appointment to District 5. Bill claims that Christina urged him to step aside in favor of Rick Alonzo’s appointment. After Bill refused, Christina asserted that he "did not have the votes." It is important to note that Christina and Bill have been friends for over a decade. Bill also ran for city council in 2015 and remains heavily involved in District 5. In December 2024, during the Montebello reorganization, Christina Cortez was seen parading Rick Alonzo around to other officials to gather support.
District 5 has been exploited once again. Those in power misled and manipulated the residents of District 5, who were unaware that the deal with Rick Alonzo was already set in motion.
WHY IT MATTERS:

The two Council member rushed the appointment to deny the VOTERS their RIGHT to vote.

City Council denied special elections and instead spent $750,000 of tax payer money for a dog park.

They are wasting millions of taxpayer's monies on lawsuits and illegal termination settlements.

A recent California State auditor's report showed numerous conflict of interests naming Montebello a High Risk City!

The council gave themselves the "super majority" and that is too much power. Making them beholden to their donors and their campaign manager.
Follow the RECALL Money .... PAC #1 "Residents Supporting the Recall of Council Member Angie Jimenez" of District 5 On April 30, 2024, Amanda Samaniego of District 3 was listed as the main principal for the PAC. Fact: Amanda Samaniego is close friends with former council member, David Torres. On July 12, 2024, Samaniego paid herself $4,000 through the PAC. The PAC received: $60,000+ from Brad Perrin and subsidiaries. He owns the food and beverage license at the Golf Course. $12,500 from B. Nassirzadeh who owns business in the Brownfield Overlay in D5. $20,000 from Bluff Road LP who own businesses in the Brownfield Overlay in D5. $10,000 from Jorge Morales of Morales & Morales. He was previous Mayor of South Gate and friends with Montebello City Manager, Raul Alvarez. $10,000 from Hank Attina. Good friends of Arnold Glasman and received land from montebello for $1. The PAC raised $118,152. More than half of the donation came from Brad Perrin (Golf Course). *Important formation worth noting. On February 14, 2024, the council APPROVED a 30 year NO-BID contract to BRAD PERRIN in exchange for the food and beverage license. Councilmember Angie Jimenez D5 was the only dissenting voice alleging corruption and demanding transparency. One month later Brad Perrin starts dumping TENS of thousands into the recall.* EXPENSES FROM THE RECAL: $7,500 on December 20, 2024 $5,705.57 on January 24, 2025 were donated to "Neighbors for Better Leadership" . WHO IS NEIGHBORS FOR BETTER LEADERSHIP? PAC #2 "Neighbors for Better Leadership" On April 28, 2023, Ryan Quevedo, 28 yr. old from Whittier was listed as main principal for the PAC. Ryan is friends with Julian Cepeda Castro who reports back to Christina Cortez. The PAC received: $12,000 from Brad Perrin & subsidiaries. $5,750 from Bowman construction who recently was awarded a $6million dollar infrastructure contract in Montebello. $6,144.92 from Scarlet Peralta. $3,000 from Luna Caregivers, INC. who have the Cannabis business license in Montebello to expire June 4, 2025. $13,205.57 from "Residents Supporting the Recall of Councilmember Angie Jimenez". PAC raised over $64,000 EXPENSES WENT TO: $20,000 to Julian Cepeda Castro who report to Christina Cortez. $14,488.01 campaign in support of David Torres D4. $9,438 campaign in support of Scarlet Peralta's D5. $1,212.50 to Danielle Cardona Romero recently was appointed to D4 was paid as a campaign worker.
